House Majority Leader Steve Scalise has introduced a new bill aimed at codifying the Trump Administration’s rescissions request. The proposed legislation, H.R. 4, known as the Rescissions Act of 2025, seeks to address deficit spending by cutting wasteful expenditures.
Scalise highlighted the need for fiscal responsibility in his statement: “As last month’s credit rating downgrade by Moody’s reaffirmed, we need to drastically reduce deficit spending in Washington and get back to focusing on the top priorities of the American taxpayer.”
The bill aims to cut $9.4 billion in spending by targeting specific areas. Scalise explained that it focuses on “wasteful foreign aid initiatives within the State Department and USAID,” as well as public broadcasting entities like NPR and PBS. According to Scalise, these cuts are part of a broader effort to “restore fiscal responsibility” and fulfill promises made by Republicans.
Additionally, Scalise mentioned another legislative effort called the One Big Beautiful Bill, which is expected to achieve savings exceeding $1.6 trillion. He stated that both measures are intended to combat inflation and reverse what he described as years of reckless spending.
The House is set to consider this legislation next week, as Republicans aim to change current federal spending practices.
